Question: What is waterboarding?
Policymakers are debating whether or not waterboarding constitutes torture. What is it, exactly?
Answer: Waterboarding is a relatively mild form of water torture in which the victim is strapped to a board facing up and water is continuously poured over the victim's face. The victim will inhale water, gag, and feel as if he or she is drowning. A video demonstration of waterboarding can be found here.
