On Tuesday, Governor Arnold Schwarzenegger
signed the Nondiscrimination in State Programs and Activities Act (SB 1441), which bans all discrimination on the basis of sexual orientation or gender identity in state-funded programs. SB 1441 was written by state Senator Sheila Kuehl (D-Santa Monica), the first openly gay member of the California legislature, was sponsored by Equality California, the state's leading LGBT rights organization.
