What are civil liberties?

By Tom Head, About.com

Question: What are civil liberties?
Answer: Civil liberties are rights that the U.S. government has agreed to protect or, in the broader sense of the word, rights that liberal democracies tend to protect. The phrase comes from the Latin civis ("citizen" or "city-dweller") and liber ("free" or "unrestricted").
