What Does the Second Amendment Mean, Anyway?

San Francisco's Proposition H may not come in a tube, but it sure has a lot of people sitting uncomfortably. The ordinance, which passed in November with 58% of the vote, bans the possession and sale of handguns within city limits. The NRA? Not so thrilled. Although handgun bans are nothing new--dating back to the Morton Grove, Illinois handgun ban of 1981 (which was found to be constitutional by a federal court)--current and upcoming changes on the Supreme Court stand to make this a live issue once again.
So in anticipation of the inevitable wall-to-wall talking head analysis, here's a quick overview of what the Second Amendment does and doesn't say about the right to bear arms. Depending on who you ask, of course.
